The Twelfth District, Number Three, Association, Inc. (“12th District”), located at 850 Highland Avenue, Many, LA 71449 (“Property”), is a faith-based corporation organized under the laws of the State of Louisiana on June 24, 2010, and whose 501(c)(3) status was determined December 1, 2017, which determination includes a further classification as public charities.

On February 28, 2019, the 12th District, by resolution, established and approved a special committee, (the Exploratory “Committee”) to explore all options for usage and improvements proposed to be made to the land and buildings located on the Property. The Exploratory Committee Charter, among other items, includes exploring best options and companies to perform proper assessments, evaluations and feasibility studies of the Property; and receive such studies, discuss them with representatives of such companies, the 12th District Board and other advisors.

The 12th District is made up of 17 churches in Sabine Parish, with collective membership of all churches, less than roughly 2,000, and approximately 10 active churches participating in the 12th District organization. Average age of membership, approximately 55. The Exploratory Committee is comprised of 15 members of former students who attended Sabine High and are committed to spearhead the revival of the Property with Sandra Garner-Coleman as Chairperson.

Our mission is to transform the property, which has fallen in decay, to a community center that would continue the mission as a dynamic community center, but first, we need the following feasibility studies completed:

• Site Analysis and Assessment

• Recommendation for usage and material improvements

• Timeline for recommendation and deliverables

• Sustainability and/or Alternatives

This Property was initially used as a school for the benefit of African American children and supported a community. The condition of the Property is now dire. All but one building has been abandon due to decay, deterioration and those buildings are unsafe for occupation. The one remaining building (the administration/cafeteria) is old, worn and is in need of modernization and renovation. The 12th District currently rents this space for baby showers, repasts, celebrations, family reunions, community meetings and acts as a distribution center for local food-clothing drives.

• Provide a space for collaboration to invoke the creativity of the users and support social gatherings • Provide a safe and comfortable recreational space for all ages with free activities

• Provide a community center that will serve the community and enhance the welfare of all residents of Sabine and surrounding parishes

• Provide a green space for the children that shows they matter, are loved, are enough just as they are which will promote high self-esteem and nurturing that will allow them to dream BIG
